TAMPA — Hillsborough County deputies have arrested one man in a fatal shooting Monday night outside a McDonald’s restaurant and are searching for another.
The shooting outside 2205 E. Fletcher Ave. about 9:30 p.m. Monday killed former Wesley Chapel High School basketball star David Clifford Simpson, 20, of 13701 La Mancha Court, Tampa. It also wounded Antonio Rashad Ramsey, 25, of the same address, deputies said.
Sheriff’s spokeswoman Debbie Carter called the shooting drug-related but would not elaborate. Deputies followed leads throughout the night and arrested Joseph Lushington Garrell, 21, about 6 a.m. Tuesday. He was charged with felony first-degree murder and felony attempted first-degree murder. Garrell, of 5009 Excellence Blvd., was held without bail Tuesday night at Orient Road Jail.
Investigators want to interview the driver of a gold Nissan Maxima who drove Garrell to the McDonald’s, Carter said. He is identified as Franz Nicholas Cargill, 23, of Tampa.
The shooting stemmed from an argument at an apartment complex at 56th Street and Fletcher Avenue, where Garrell lives, after Simpson, Ramsey and two others tried to rob Garrell and Cargill, Carter said.
Garrell and Cargill followed the other men’s 2005 Chevrolet Cavalier to the McDonald’s, where Garrell shot Simpson once in the chest and Ramsey in the upper back, Carter said.
Public records show Cargill was convicted in 2002 of operating a vehicle without a valid license, and Ramsey was convicted in 1999 of felony possession of marijuana.
